The Tower Turnaround competition closed on 20 February 2008, as an initiative by the Department of Human services to develop a new façade treatment to an existing 12 storey residentail building in Footscray. The winners BKK Architects and Peter Elliott Pty Ltd Architecture & Urban Design, with Taylor Cullity Lethlean, Robert Owen (artist), Felicetti Engineers and Sense Architecture were announced on 27 April 2008 by Richard Wynne MP, Minister for Housing.
